In 1978, the first year MSHA operated under the Mine Act of 1977, 242 miners died in mining accidents.  In 2018, this number fell to 28 fatalities.
MSHA Training

Training Opportunities
New Miner Training
Federal Mine Safety and Health Act of 1977: Section 115(a)
Part 46 Class (2) New miners having no surface mining experience shall receive no less than 24 hours of training if they are to work on the surface.
Part 48A Class (1) New miners having no underground mining experience shall receive no less than 40 hours of training if they are to work underground.
Part 48B Class (1) New miners having no mining experience shall receive no less than 40 hours of training if they are going to work on the surface at an underground mine.
Annual Refresher
Federal Mine Safety and Health Act of 1977:
Section 115(a) All miners shall receive no less than 8 hours of refresher training no less frequently than once each 12 months.
Refresher classes are not comprehensive in scope. It is assumed participants meet the MSHA definition of “experienced miner.”
Which Refresher Do You Need?
Part 46: Surface Annual 8-hour Refresher Includes all miners employed in MSHA Part 46 industries surface mines, including contractors working on mine sites.
Part 48A: Underground Annual 8-hour Refresher includes those who work underground at mines.
Part 48B: Underground Annual 8-hour Refresher includes those who work on surface areas of underground mines.
